Lisa Hanlon-Knight Executive Chairwoman (Cherokee)

Lisa Hanlon-Knight, Cherokee Nation Citizen, is the Co-Founder, Executive Chairwoman, and CEO of Teltech Communications, a trusted, nationwide solution provider within the telecommunications industry.  Since 1999, the organization has achieved numerous awards for quality, sustainability, wellness and safety, and was named Supplier of the Year by the DFW MSDC.  Personally, Lisa has been recognized for her business acumen and leadership with invitations to attend the Tuck-WBENC Executive Education Program and Northwestern University’s Kellogg School of Management, was recently honored as a Dallas Woman In Business by the Dallas Business Journal and has been awarded Outstanding Executive at the Regional Hispanic Contractors Association’s Luna Awards in 2019.  

Lisa studied pre-med at the University of North Carolina-Greensboro and the University of Colorado-Boulder.  She currently serves on the board of the Connecting Alaska Consortium, serves as the Vice President of the Native American Business Association (NABA), and is the co-founder of Women for Wounded Warriors, a non-profit organization that provides resources, support, and employment opportunities for spouses, family members and caregivers for our American Veterans.

LaRay Guerrero Chief Executive Officer (Haliwa-Saponi)

LaRay earned his Bachelor’s degree in Forensic Science from Baylor University and brings more than 20 years of experience as a Medicolegal Death Investigator. Over the course of his career, he served in key leadership roles including Deputy Chief, Mass Fatality Coordinator, and Designated Infection Control Officer. He currently serves on the Board of Trustees for Texas Native Health and is a founding member of Indigenous ACE, an Indigenous dance performance and education group dedicated to cultural preservation and community engagement.

For more than two decades, LaRay has also been deeply committed to mentoring and supporting Tribal youth—work that reflects his dedication to building stronger, self-sustaining Native communities. This passion led him to partner with Teltech and co-found IndigiTech.

Grounded in service and guided by purpose, LaRay is committed to advancing opportunity, self-reliance, and long-term success for Tribal Nations. He is honored to help lead IndigiTech’s mission to empower Indigenous communities through innovation and partnership.

Rachel Salinas Chief Operating Officer (Lipan Apache)

With over 25 years at AT&T, Rachel brings extensive experience in telecommunications, corporate operations, and program leadership. Throughout her career, she led initiatives across community engagement, business operations, and strategic partnerships, with a focus on building strong relationships and delivering meaningful results.

After retiring from AT&T, Rachel partnered with TelTech Group leadership to launch IndigiTech. Together, they are building a mission-driven division dedicated to ensuring Tribal Nations and Indigenous communities are included in the digital future, providing solutions that support long-term connectivity, opportunity, and economic growth.

Rachel is dedicated to advancing equitable access to technology and connectivity for Native communities. She believes connectivity is a necessity, and Indigenous communities should have the tools and infrastructure to thrive in today’s digital world.

In addition to her work in technology, Rachel serves on her tribe’s council, the Board of Trustees for Texas Native Health, and the Board of Directors for the Dallas International Film Festival. She values the role of storytelling in preserving culture, strengthening community, and elevating Indigenous voices.

Rachel is passionate about connecting technology, community, and culture to create opportunities that honor the past and empower future generations.

Tom Brooks Senior Executive Advisor (Mohawk)

Tom spent over 25 years as a Vice President at AT&T, leading initiatives across legal and government affairs. He developed deep expertise in organizational strategy and has represented AT&T at the White House Chief Information Office, as well as across multiple Republican and Democratic National Conventions and Presidential Inaugurals.

After retiring in 2022, Tom shifted his focus to political, educational, and economic issues impacting Indian Country. He founded Turtle Island Strategies, is a partner at Espinosa, Espinosa & Brooks, and serves as an Executive Advisor to the IndigiTech Division of Teltech Group.

Throughout his career, Tom has been committed to expanding opportunities for Native youth, leading internship programs and supporting recruitment of Native American students at AT&T. He also served for over 15 years on advisory boards for George Washington University’s Native American Political Leadership and Inspire Programs.

Tom has served on the Board of Trustees for the American Indian College Fund and currently serves on the board of the 4 The Future Foundation, supporting Native youth through education, athletics, and leadership development.

Jeremy Knight Chief Network Officer

Jeremy Knight brings more than a decade of hands-on telecommunications experience, military communications expertise, and mission-driven leadership to his role as Vice President of Teltech Group and Chief Network Officer of IndigiTech. Since joining Teltech in 2014, he has advanced through field, operational, and executive roles, earning a reputation for building high-performing teams and delivering reliable, scalable network solutions.

Jeremy's foundation in communications began during his military service from 2003 to 2011, where he served as a forward observer responsible for establishing and maintaining critical communications links, often while operating independently in high-pressure environments. That experience shaped the disciplined, service-oriented approach he brings to network design, deployment, and operational execution today.

After transitioning from the military, Jeremy returned to the construction industry before relocating to Colorado, where he joined Teltech and began working directly with the company's tower crews. Those early field assignments gave him a deep, practical understanding of network infrastructure from the ground up. His experience spans field operations, tower infrastructure, network deployment, operational planning, and the development of reliable communications solutions for rural, remote, and underserved communities.

Today, Jeremy plays a key role in Teltech's national operations while also supporting IndigiTech's mission to expand connectivity across tribal communities. His work focuses on building sustainable, high-performance networks that support tribal sovereignty, economic development, public safety, education, and long-term community resilience. Jeremy and his team approach every project with gratitude, respect, and a commitment to delivering solutions that serve communities for generations.
